JED, QC: Sysop bulk promotion feature

This is a feature aimed at Sysops (level 2 and above) of the Borland QualityCentral system.

A feature of JED, QC allows you to tag (mark) reports that are currently being viewed in JED, QC and promote them all at once.

Instead of having a delay each time you promote a report you can simply tag a report for promotion and then promote all the reports you have tagged at one time.
